According to reports, over 120,000 people in Beijing are currently waiting for new energy vehicle license plates, and the demand continues to rise. The situation has become so intense that next year’s new energy vehicle quotas have already been "overdrawn," with some applicants expected to wait until 2019 to receive their licenses. The waiting list is still being calculated based on applications submitted in 2017, which highlights the growing pressure on the system.
According to information released by the Beijing Small Passenger Vehicle Index Office, the number of applicants for new energy vehicle permits in this period has increased by nearly 40,000 compared to the previous round. As a result, more than 120,000 individuals are now on the waiting list. While the ordinary car license plate lottery remains competitive, the difficulty of obtaining one has also increased, with odds reaching over 865 to 1.
For new energy vehicles, the situation is even more pressing. A total of 120,376 applications were received for the new energy passenger car configuration, a significant jump from the previous period. Since the city's new energy vehicle quotas for 2017 have been fully allocated, the waiting list has grown substantially. This trend has been consistent throughout the year, with a sharp increase observed in August alone, where the number of applicants rose by more than 30,000.
Under current regulations, new energy vehicle permits are allocated based on the order of application. Once the annual quota is exhausted, applicants are placed on a waiting list and will be notified when a spot becomes available. According to reports, the city plans to control the total increase in motor vehicles between 2018 and 2020 at around 300,000 units, with approximately 100,000 effective new energy vehicle permits issued each year. The proportion of new energy vehicles is expected to continue rising.
This means that next year’s new energy vehicle quotas have already been "overdrawn" due to the high demand, and many applicants will have to wait until 2019 to secure their permits. Additionally, those who are still waiting must ensure they confirm their eligibility within the valid period. If an application is not processed on time, it will be automatically canceled, requiring the applicant to resubmit their request, with the waiting list reset to the date of the new application.
For organizations or companies that applied in 2017 but did not receive their permits, if they reapply and pass the review before February 8, 2018, their original application date will still be considered for the waiting list. However, this window is limited, and missing it could mean starting from scratch. With the increasing demand and limited supply, it's clear that securing a new energy vehicle permit is becoming more challenging than ever.
