The alliance is committed to the overall integration, development and utilization of new energy vehicle data resources, comprehensively promote data mining, analysis, application, standardization research, to provide high-quality data services for the government, enterprises and the public.
The sponsors of the alliance include Beijing Institute of Technology, Chang'an University, China Automobile Industry Association, China Automotive Engineering Society, and the Ministry of Communications, as well as FAW, Dongfeng, Chang'an, SAIC, and Beiqi.

The chairman of the Alliance is headed by Zhang Xiangmu, former Director of the Equipment Industry Division of the Ministry of Industry and Information Technology. He said that the real value of big data lies in being analyzed. In 2015, humankind created a total of 4.4 billion TB of data, and less than 10% of these data were analyzed and used. With the rapid development of new technologies, new energy vehicles have become the only way for China to become a powerful automobile country. Big data has become a necessary condition for accelerating the development of the automobile industry. After the alliance is established, it must play the role of a bridge connecting enterprises and government, and provide data support for government decisions in such areas as public services.
Li Jun, deputy director of the Union Experts Committee and academician of the Chinese Academy of Engineering, stated that new energy vehicles are connected with big data from the beginning of their birth, and vehicle operations and battery data need to be collected and uploaded. How to eliminate erroneous data, analyze valid data, and guide scientific research and production will be an important task for the alliance.
