"In the next three years, Beijing's electronic information industry will focus on the development of six major areas and eight major projects," Fei Xiang, head of the High-tech Industry Department of the Beijing Municipal Development and Reform Commission, briefed reporters. According to the “Programme”, it is expected that by the end of 2011, the added value of the electronic information industry will account for 15% of the city's GDP, of which the added value of the information service industry will account for 11% of the GDP; the added value of the electronic information manufacturing industry will account for 4% of the GDP. %.

According to Fei Xiang, the electronic information industry, as a strategic pillar industry in the capital economy, has maintained a rapid growth trend for the past 10 years. From 2003 to 2008, the added value of Beijing's electronic information industry increased from 47.7 billion yuan to 129.1 billion yuan. In 2008, the added value of the city's electronic information industry accounted for 12.3% of the city's GDP, and the electronic information industry's exports amounted to 17.9 billion US dollars, accounting for 31.3% of the city's total exports.

In the implementation plan announced this time, key areas will include mobile communications, digital television, software and information services, high-generation flat panel displays, integrated circuits, computers, and next-generation Internet applications. In addition, the third-generation mobile communications business, the popularity of interactive high-definition digital TV, flat panel display industry upgrading, the core competitiveness of the software industry, computer and Internet industry development and promotion, integrated circuit industry chain, electronic information industry cluster construction and cities The level of informatization has been listed as a key project of the program.

At the same time, the “Programme” stated that the next step would be to actively study and formulate the “Home Appliances to the Countryside” policy for consumer electronics products in Beijing; and to launch incentives for equity incentives and scientific and technological achievements in the Zhongguancun Science Park to implement incentives for equity and options, and to invest in technology. Dividends and other multi-policies; research and establishment of municipal electronic information industry investment funds, support the construction of major industrial projects.

Fei Xiang said that in addition to the above-mentioned policies and measures, it will also expand the pilot scale of the transfer of shares in the Zhongguancun Agency, carry out intangible assets pledge loans, credit loan pilots in Zhongguancun, support the electronic information companies listed direct financing, at the same time for restructuring, agency system listing and domestic and foreign listing The company gives financial subsidies.

Fei Xiang emphasized in particular that the "Program" will accelerate the advancement of 3G industrialization based on the continuous improvement of 2G mobile communication systems and form a complete industrial chain. At the same time, it will speed up the overall conversion of interactive digital television, and the use of interactive digital high-definition television in major areas of the city.

The six major industrial restructuring and revitalization implementation programs in Beijing's electronic information industry, automobile industry, equipment manufacturing industry, new energy and environmental protection industry, biology and pharmaceutical industry, and metropolitan industry were started as early as the beginning of the year. At present, apart from the electronic information industry adjustment and revitalization program passed and released, other implementation plans have been reported and are awaiting discussion by the municipal government.
