1 Introduction:
According to the planning of a marine police detachment building a maritime television monitoring system, the basic technical requirements of the system are as follows:
A. Establish 3 video surveillance stations:
One fixed station for camera surveillance is located on A Island;
Two camera monitoring mobile stations are respectively located in a type A traffic boat and a large airship (including portable equipment);
B. The relay station is located at RB Hill and relays television images, voice and data signals between fixed stations, mobile stations and television monitoring centers.
C. The television monitoring center is located at the General Control Command Center of the Marine Police Detachment and receives three fixed-mobile video surveillance stations for wireless transmission of television images in real time for two-way transmission of voice and data signals.
D. TV monitoring area is around 20 kilometers.
E. The television monitoring center can remotely control the camera equipment of the fixed station. Image shooting requirements can be set according to the dynamic level.
F. The TV image and voice signals received by the TV monitoring center are divided into two ways, one is displayed and recorded at the monitoring center; the other is a computer network.

Shenzhen Huanglong Industrial Development Co., Ltd. technical personnel engaged in TV image wireless transmission equipment development, system design and engineering practice for more than 30 years, with the completion of the system engineering necessary technical knowledge and engineering experience. According to the planning and basic technical requirements of the Marine Police Detachment, Shenzhen Huanglong Industrial Development Co., Ltd. conducted a field visit, scheme testing and system design, and made a "sea-based digital television wireless remote monitoring system." The system's scheme and actual system engineering can not only meet the basic technical requirements of the Marine Police Detachment, but also improve and improve the system performance as follows:
(1) The television monitoring area will reach 30-40 kilometers around the city;
(2). Two mobile stations are the same as a fixed station and can receive remote control commands of the monitoring center. The monitoring center can directly control the camera lens and pan-tilt on the A-type traffic boat and large airship, and can directly control, select, and track and observe important targets in real time. (Hand hold and manual operation can still be used on the boat)
(3). The system can be equipped with a portable wireless television reconnaissance camera system: A concealed camera and a wireless transmitter are mounted on a soldier's helmet or hat. When a marine police ship checks a certain ship, the television image at the inspection site is transmitted in real time. Surveillance and hard disk video recording on the marine police ship can also be relayed to the monitoring center to check on-site images.
(4). The system scheme constitutes a basic network for scalable image transmission, which can be used to increase the number of fixed or mobile stations and expand the surveillance area.
2. The composition of the system:
A. According to the function and performance of the equipment, this system consists of three subsystems:

3. Introduction to wireless transmission subsystems:

5. Monitoring Center Receiving, Displaying, and Recording Sub-systems Monitoring Centers The receiving, displaying, and recording sub-systems include: wireless receiving devices, video encoders/decoders, real-time display of on-site live displays, video equipment, matrix switching control hosts, etc. The equipment model specifications, quantity, and their functions and uses are listed in 6.
The functions and equipment for wireless reception of the monitoring center belong to the wireless transmission subsystem and will not be repeated here.
Both the video encoder/decoder and the hard disk video recorder provide a network interface to provide all information in real time or remotely to the network of police officers.

6. Features of the system scheme Using the company's technical foundation, system design capabilities and engineering experience in the field of wireless transmission, the characteristics of the system's performance and functions are as follows:
(1) The television monitoring area will reach 30 to 40 kilometers around the city;
(2) Three land and island stations, such as the monitoring center, RB and A-island, can transmit image, voice and data signals from any of the mobile stations and transmit them directly or relayed to the monitoring center. . The function of each station and the efficiency of the system have been improved, and the sea area for system monitoring has been expanded.
(3) The system can be equipped with a portable wireless television reconnaissance camera system: concealed cameras and wireless transmitters are mounted on soldiers' helmets or caps. When a naval vessel conducts a vessel inspection on a vessel, the on-site television image is transmitted to the sea in real time. The surveillance and hard disk video recordings are carried out on the patrol boats, and they can also be relayed to the monitoring center to check the image and sound on the site.
(4) Monitor the front-end TV image in real-time at the monitoring center, and use the matrix host keyboard and handle to directly control the camera equipment on the island or on the boat. According to different addresses, A-type traffic boats, large airships or island camera surveillance points can be selected to directly control the camera lens and pan/tilt head to quickly control, select and monitor the important targets in real time.
